I have many Ohio ancestors and I can only imagine the rationale behind not merging the two indexes. When you click on the "Learn More >> " link on either database, you are taken to the same article on the FamilySearch wiki about Ohio marriages. The coverage table doesn't break down the counties in one database or the other or if and where there's overlap. It also doesn't provide the original source, simply stating, "It is not necessarily intended to index any specific set of records."
